Task 3B: Report 

Write out a short report in which you present your analysis and your recommendations in terms of the most effective adaptation measure. Make sure to include an evaluation of potential opportunities and obstacles with regards to the implementation of said measure. Once again, the report is aimed at regional stakeholders and should therefore be written in an accessible manner. 

To do: Make sure to differentiate between technical opportunities and obstacles, and governance related opportunities and obstacles.
